How to foster a more resilient healthcare access for affected populations in EWIPA settings?
The use of explosive weapons in populated areas in contemporary armed conflicts results in devastating and widespread civilian harm and humanitarian consequences. In November 2022, 83 States (87 to date) endorsed the Political Declaration on Strengthening the Protection of Civilians from the Humanitarian Consequences Arising from the Use of Explosive Weapons in Populated Areas (EWIPA).
Handicap International - Humanity & Inclusion (HI), member of the International Network on Explosive Weapons (INEW), is currently facilitating a multi-stakeholder process to produce guidance and recommendations for the implementation of the commitments related to humanitarian access, cooperation, and victim assistance set out in the Political Declaration.
A first workshop on principled and safe humanitarian access in EWIPA settings was held online on 30th May 2024. The report of the first workshop is available here.
The second workshop of the multi-stakeholder process, will be held in person in Brussels on 12-13th November 2024. Through guiding questions and thought-provoking discussions in plenary and working groups (Chatham House rule), representatives from States, UN, ICRC, national and international non-governmental organisations and affected communities will address the humanitarian issue of access to healthcare for populations affected by EWIPA, focusing on gaps, challenges and good practices to foster resilient healthcare, exploring both the short and long-term health needs and including MHPSS and rehabilitation. The objective of this workshop is to identify and formulate concrete recommendations for the implementation of the commitments of the Political Declaration.
